The study on the improvement of the Dependents’ Pension of the National Pension System

Abstract

|
The purpose of this study is to find out desirable improvement measures of the Dependents’ Pension of the National Pension System facing the social environment change. For this purpose, we analyzed the cases of UK and Japan which have experienced social environment change and examined the overlap between Dependents’ Pension and other family support policies.
The main results are as follows. First, the overlap between the Dependents’ Pension and the childcare policy (the child allowance and the CTC) is not so high at the current level, but potential overlap is likely to intensify. Second, in terms of coverage, the overlap between the Dependents’ Pension and the Basic Pension is low. But considering that recipients rate of the Basic Pension of the recipients of the Dependents’ Pension is high and the gap between the benefit levels of the two pensions is large, it seems that overlap between the Dependents’ Pension and the Basic Pension should be adjusted.
Therefore, this study suggests to gradually reduce the coverage of the current Dependents’ Pension when the level of benefits and coverage of other family support policies are expanded.
